A giant octopus called Dexter is the evil ruler of the city. Lopaka and Flipper experience many adventures as they try to avoid running into one of Dexter's strongmen.

Flipper decides to help Lopaka locate a precious pearl deep in the ocean. On the way home, the young boy encounters a poor fish that had his home destroyed by Dexter and his hoodlums. Lopaka must now decide which person will receive the pearl.

A curious Dexter discovers that King Kapuna's powers lie in his crown and whoever wears it can rule Milhouse village. The octopus makes plans to swap the cornet for a fake one and manages to do so. Dexter rule soon becomes short lived after Flipper finds a way to interrupt the octopus' reign.
